Commissioners
There are nine members of the Commission drawn from a range of employee, employer and academic backgrounds. All the Commissioners serve in an individual capacity and not as representatives of the organisations for which they work. The Commission is chaired by Sir George Bain.

Sir George Bain Interim Chairman
Picture of Sir George Bain He chaired the Low Pay Commission from 1997 until 2002. He chaired the recently completed Independent Review on the Location of Public Sector jobs. An academic who has engaged extensively in public services. In 2005-06 in Northern Ireland he chaired the Legal Services Review and the Independent Strategic Review of Education.

Professor Bob Elliott
Picture of Professor Bob Elliott Professor of Economics and Director of the Health Economics Research Unit at the University of Aberdeen. He has been a visiting Professor at Universities in the USA, Australia and Europe including Cornell, New York, Stanford and Wisconsin, in the USA and Universita Cattolica, Milan, Italy. He is a Fellow of the Royal Society of Edinburgh.
 
Neil Goulden

A NHS non-executive Director, Chair of the South Central Ambulance Service, Chair of Business in Sport and Leisure (BISL) and a Patron of Springboard, a charity aimed at giving young people a start in the catering and leisure industry.
 
John Hannett

Ian Hay OBE
Picture of Ian Hay OBE 'Chairman of Food Trade Association Management, Chairman of Xtra-Mile.com and Chairman of Charterhall Finance Ltd. He is Vice Chairman of the Bakery Training Council, Finance Director of the Scottish Association of Master Bakers and of the Scottish Bakery Training Council. He is a member of Employment Tribunals Scotland and a Fellow of the Chartered Institute of Bankers in Scotland.
 
Professor Stephen Machin
Picture of Professor David Metcalf Professor of Economics at University College London, Research Director of the Centre for Economic Performance at the London School of Economics and Director of the Centre for the Economics of Education. He is one of the Editors of the Economic Journal. He has been a visiting Professor at Harvard University and at the Massachusetts Institute of Technology. He is an elected Fellow of the British Academy.
 
Frances O'Grady
