There are nine members of the Commission drawn from a range of
employee, employer and academic backgrounds. All the Commissioners
serve in an individual capacity and not as representatives of the
organisations for which they work. The Commission is chaired by David Norgrove.

David's career began at the Treasury, where he started as an economist. His time there included two years
on secondment to the First National Bank of Chicago, and he was Private Secretary to Prime Minister Margaret Thatcher from
1985 to 1988. He joined Marks & Spencer in 1988, holding various positions before being appointed to the board in 2000.
Whilst at Marks & Spencer, he was chair of the pension fund trustees from 2000 until his retirement in 2004. David is Deputy
Chairman of the British Museum and is on the Finance Committee for Amnesty International UK. He chaired the Pensions
Regulator from 2005 to 2010 and is currently chairing a review of the family justice system. He became chair of the Low Pay
Commission on 1 May 2009. |

Managing Director of D5 Consultancy Ltd which he founded in 2005 having spent thirty years in the chemicals industry in the UK and Ireland. He is a Lay Magistrate, a member of the NI National Appeal Panel, and a member of the CAFRE Loughry College Academic Board. He was formerly a member of the Small Business Council, a non-executive director with the Northern Health & Social Services Board, and a member of the NI Civic Forum. |

University of Aberdeen. He has been a visiting Professor at Universities in the USA, Australia and
Europe including Cornell, New York, Stanford and Wisconsin, in the USA and Universita Cattolica, Milan,
Italy. He is a Fellow of the Royal Society of Edinburgh. |
